These Terms of Service (“Terms”) govern your access to and use of websites operated by Circle Financial LLC (doing business as “Circle Surety,” “we,” “us,” or “our”), a District of Columbia limited liability company. These Terms cover circlesurety.com, app.circlesurety.com, verify.circlesurety.com, and any agency URL we issue. By accessing or using those sites, you acknowledge that you have read, understood, and agree to be bound by these Terms. If you do not agree, please do not use them.
Bond search results on verify.circlesurety.com are informational records only and are not the writing carrier’s official confirmation. Use of the Agent Platform may also require a producer agreement and electronic-signature consent.
1. Who We Are
Circle Financial LLC is a licensed insurance producer / surety brokerage. We do not issue bonds in our own name. Bonds are issued by appointed surety carriers. Confirm current producer licensing on NIPR or the applicable state insurance department.

2. Not a Quote, Binder, or Offer of Insurance
Content on this Website, including sample premiums and commission figures, is for general information. A quote is not a binder. Coverage exists only when the appointed carrier issues the bond and premium is received. “25% commission” on this Website is a headline producer rate only. Actual producer compensation varies by bond class, underwriting, and carrier and is set in the producer agreement. Commission is not part of the principal’s premium.
3. Payment
If you pay through this Website or a checkout link we send, you authorize the charge shown for premium, tax, and any separately disclosed fee. A completed charge is not a binder. If the carrier declines after payment, we will return premium we still hold and request return of remitted premium from the carrier.
4. First-Year Premium and Refunds
First-year premium is fully earned upon issuance or electronic delivery of the bond. No refunds or returns of first-year premium are available except as stated below.
After the first year, the writing carrier may allow a pro-rated return of premium if the bond is cancelled during a renewal term, subject to that carrier’s form.
No refund is available unless (1) the original executed bond is returned to us or the writing carrier, and (2) we or the writing carrier receive a signed letter from the obligee, acceptable to us or the writing carrier, stating that the bond was never used and that the writing carrier has no liability on the bond.
Fees, including credit-card fees, are not premium and are not refundable. A chargeback is not a cancellation. Questions: support@circlesurety.com.
5. Consent to Contact
By submitting a form on this Website, you consent to be contacted by Circle Financial LLC by email, phone, or (if you check the SMS box) text about your inquiry, appointment, quote, payment, or bond. Message and data rates may apply. Message frequency may vary. Reply STOP to opt out. Reply HELP for assistance. Marketing texts require a separate opt-in and are not required to apply or purchase.
6. Intellectual Property
All content, logos, graphics, text, and materials on this Website are the property of Circle Financial LLC or its licensors and are protected by applicable intellectual property laws. You are granted a limited, non-exclusive, revocable license to view the Website for personal informational purposes only. Any other use is strictly prohibited.
7. Acceptable Use
You may use the Website only for its intended purposes and in a lawful manner. You may not scrape the Website or the bond registry, impersonate Circle Financial LLC or a carrier, or interfere with the operation of the site.
8. Licensing
Circle Financial LLC is a licensed insurance producer. We do not publish individual state license numbers on this Website. You may verify a producer license through NIPR or the state insurance department. Circle Financial LLC is not a surety company.
9. Our Carrier Partners
We are appointed with surety carriers that include Markel, Travelers, and Merchants. Appointments, available programs, and ratings vary and may change. The writing carrier is named on the bond.
10. Agent Platform
Access to the Agent Platform is not guaranteed. Use of the Agent Platform may require a separate producer agreement and electronic-signature consent.
11. Disclaimers
The Website is provided on an “AS IS” and “AS AVAILABLE” basis. We make no warranties, express or implied, regarding the accuracy, completeness, reliability, or availability of the Website or its content. We do not guarantee that you will be approved for access to the Agent Platform.
12. Limitation of Liability
To the fullest extent permitted by law, Circle Financial LLC shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of or inability to use this Website. In no event shall our total liability exceed One Hundred U.S. Dollars (USD $100.00). This does not limit duties that insurance law does not allow a producer to disclaim.
13. Indemnification
You agree to indemnify and hold harmless Circle Financial LLC, its officers, directors, employees, and affiliates from any claims, liabilities, damages, and expenses (including reasonable attorney fees) arising out of your use of the Website or violation of these Terms.
14. Governing Law
These Terms are governed by the laws of the District of Columbia, without regard to conflict of laws principles. Any disputes arising from these Terms or your use of the Website shall be resolved exclusively in the state or federal courts located in Washington, DC, except where a state’s insurance code requires otherwise.
15. Changes
We may update these Terms by posting a revised version on this page with a new Last Updated date. Continued use of the Website after posting constitutes acceptance of the revised Terms.
